West Australian Police Commissioner Chris Dawson and Police Minister Paul Papalia will speak to the media in Carnarvon at 4pm (AEDT) about the rescue of Cleo Smith who police found in a home this morning after she was missing for nearly three weeks.

Foreign Minister Marise Payne says she had a "constructive" in-person meeting with French ambassador to Australia Jean-Pierre Thebault on Monday.
Speaking on Sydney radio station 2GB this afternoon, in her first interview since the sparring escalated between the world leaders in Rome, Ms Payne said she understood the scrapping of the $90 billion submarine deal had been "deeply disappointing for France".
"As the Prime Minister has said, it is not true in terms of the comments which have been made about lies, and particularly in relation to the Prime Minister," she said.
"I don't go into my conversations with diplomatic representatives and with my counterparts."

Asked whether she was disappointed with the ambassador's comments today that Australia's actions amounted to a "stab in the back", she said it was "language that has been used in the past in relation to this".
"But importantly for Australia, we are never going to compromise on decisions that we need to take in Australia's national interests," Ms Payne said.
As for her reaction to French President Emmanuel Macron's claim Prime Minister Scott Morrison was a liar, Ms Payne said Mr Morrison had "swiftly" clarified that and made Australia's position clear.
"The Prime Minister has set out the timeline and the discussions which were had," she said.
"I do think what both countries need to do now, and the ambassador referred to this also today, is to work together in the Indo-Pacific.
"I understand and I know that there are discussions continuing between Australia and France but this is the region in the world [with] the most dynamic strategic challenges."
Ms Payne was also asked about former Prime Minister Malcolm Turnbull's comments that Prime Minister Scott Morrison "has always had a reputation for telling lies".
"Comments like those are for others to make but they are not ones with which I agree or support," she replied.
Ms Payne also stressed the significance of the AUKUS arrangement between Australia, the United Kingdom and the United States goes beyond nuclear-powered submarines and includes shared capabilities "that are going to equip us and prepare us for the very, very significant strategic and security challenges potentially of the decades and decades ahead".

The little four-year-old can be seen waving with a big grin on her face holding up the treat.

Cleo Smith's mother says her daughter described a photo used to help find her as âbeautifulâ.
The image of the blonde-haired child with a cheeky grin thatâs etched in Australiansâ minds was plastered across Carnarvon and social media in the desperate effort to find the four-year-old who went missing 18 days ago.

Relieved mother Ellie Smith, who was reunited with her beloved first-born this morning, said her daughter thought picture and effort of the community trying to find her was âbeautifulâ.
Responding to a Facebook post on the Carnarvon Notice Board group, Ms Smith said: âCleo has seen her photo - she thinks itâs beautifulâ.
Ms Smithâs post was responding to a comment suggesting all the missing child posters and car stickers be removed because it was going to be âhard enough for her parents to deal with the traumaâ.
While many notice board members agreed, Carnarvon man Dylan Clarke said he âpersonally would like to leave them on, so little Cleo can see how special she is to not only her family but to everyone in this communityâ.
Police and fire crews are responding to an incident at Victorian Premier Daniel Andrewsâ electorate office in Noble Park in Melbourneâs southeast.
A Fire Rescue Victoria spokesman said this afternoon that its crews were assisting Victoria Police with one pumper and one Hazmat appliance.

Photos showed two fire trucks and an ambulance outside the office, which was taped off.
Victoria Police are yet to issue a statement on what incident has occurred.
Prime Minister Scott Morrison is being questioned further about the diplomatic rift with France, after the French ambassador told the National Press Club in Canberra that Australiaâs actions amounted to a âstab in the backâ.
The Prime Minister would dearly like to put the dispute behind him, telling reporters several times: âItâs important now that we all just move on, frankly.â
He was asked directly several times how world leaders can trust him after the leak of a text message French President Emmanuel Macron sent him, and whether that leak had made matters worse.
âI have outstanding relationships with so many leaders around the world,â Mr Morrison said.
Mr Macron reportedly sent a message asking: âShould I expect good or bad news for our joint submarines ambitions?â
It was sent two days before Australia announced it was dumping the French contract and formed the AUKUS partnership to get nuclear submarine technology from the US and UK.
This week, the President told Australian reporters that âI donât think, I knowâ Mr Morrison had lied over the status of the submarine deal.
Asked whether that was what prompted the leak, Mr Morrison said: âClaims have been made and those claims were refuted ... What is needed now is for us all to just get on with it.â
Prime Minister Scott Morrison has offered his thanks to all the police and everyone involved in the search for four-year-old West Australian girl Cleo Smith.
Speaking from the United Arab Emirates, on his way home from the G20 and UN climate summit in Europe, Mr Morrison said he knew those involved must be feeling âa great sense of satisfactionâ in their work.
âThe fact that nightmare has come to an end and our worst fears were not realised is just a huge relief,â he said.

Franceâs ambassador to Australia says the Morrison governmentâs leaking of text messages from Emmanuel Macron to Scott Morrison is an âunprecedented new lowâ.
After delivering a speech at the National Press Club today, Jean-Pierre Thebault said the leak of messages from the French President to the Australian Prime Minister would impact on âhow to proceed and also in terms of truth and trustâ.
âThis is an unprecedented new low,â he said.
âYou don't behave like this on personal exchanges of leaders ... Doing so also sends a very worrying signal for all heads of state: âBeware, in Australia there will be leaks. And what you say in confidence to your partners will be eventually used and weaponised against you one day.ââ
According to reports in The Daily Telegraph, The Australian and The Australian Financial Review, two days before the AUKUS arrangement was announced, Mr Macron messaged Mr Morrison to say that he was not available at the time Australia was seeking a phone conversation.
âShould I expect good or bad news for our joint submarines ambitions?â Macron reportedly said in the leaked text messages.
The West Australian government will reclassify NSW from "extreme risk" to "high risk" in light of revised health advice.
The changes will come into effect at 12.01am on Saturday and mean West Australians stuck in NSW will be able to return home.

They will also need to provide proof of a negative COVID-19 test taken 72 hours before departure, self-isolate for 14 days, and get tested within 48 hours of arriving and on day 12 of quarantine.
The use of the G2G Now app during quarantine will also be mandatory.
From Friday, it will also be a requirement for travellers from medium, high and extreme risk jurisdictions to be immunised.
